The BREEAM 2014 Man 02 appraisal is carried out in accordance with the ISO 15686 Buildings and Constructed Assets – Service Life Planning Part 1: General Principles; ISO 15686 Buildings and Constructed Assets – Service Life Planning Part 5: Life Cycle Costing and PD 156865 Supplement to BS ISO: 15686-5. The appraisal meets the requirements detailed in the BREEAM UK 2014 Scheme Document. The BREEAM 2014 Man 02 appraisal will achieve four credits under BREEAM 2014 Man 02, Life Cycle Cost and Service Life Planning.

Anthony Waterman will be the lead consultant on the project and is an expert in Life Cycle Costing.  He currently sits on the ISO TC59/SC14 working group. He is responsible for the development of international standards on Life Cycle Costing and maintenance of buildings and other constructed assets.   PD 156865 and BS ISO: 15686-5 are referred to in the BREEAM Scheme Document compliance notes.

Meeting the Requirement

Elemental life cycle cost (LCC)

To achieve two credits under BREEAM 2014 Man 02 Life cycle cost and service life planning, we will carry out an entire asset elemental life cycle cost (LCC) analysis. This analysis will be based on information produced at Process Stage 2 (equivalent to Concept Design – RIBA Stage 2). The appraisal will provide a prediction of cash flow for the whole building and will include the following cost items:

  • Construction Costs: initial capital expenditure; other construction related costs; and client definable costs
  • Maintenance Costs: major replacement and repairs; decoration; minor replacements, repairs & maintenance; unscheduled repairs and replacements and maintenance; and grounds maintenance
  • Operations Costs: windows and external services; internal cleaning; specialist cleaning; external works cleaning; fuel; water and drainage; staff engaged in servicing the building; rates and other local charges; and client definable costs

In addition, we will undertake option appraisal studies and evaluate various design and construction alternatives being proposed at this stage. These design option appraisals are carried out in line with ‘Standardised method of life cycle costing for construction procurement’ PD 156865:2008 1. We will report on the relative merits of alternative designs and specifications. We also identify which design development proposals will provide benefits to the client both in terms of LCC and improved building performance.

The LCC analysis will be carried out over a period of analysis as required by the client (or multiple cash-flows if preferred) and is presented in real, and discounted costs terms.

The outputs at this stage will be a report and accompanying spreadsheets, providing the results of the LCC analysis. It will show the elemental level cash flow forecast over a given time periods. It will also show the results of the design and construction option appraisals.

Component level LCC Plan

To achieve the third credit under BREEAM 2014 Man 02 Life cycle cost and service life planning, we will carry out component level LCC analysis. This will be done by the end of Process Stage 4 (equivalent to Technical Design – RIBA Stage 4). Again, the analysis is carried out in line with PD 156865:2008. It will include the following component types (where present):

  •        Envelope, e.g. cladding, windows, and/or roofing
  •        Services, e.g. heat source, cooling source, and/or controls
  •        Finishes, e.g. walls, floors and/or ceilings
  •        External spaces, e.g. alternative hard landscaping, boundary protection.

During design development we will work with the design team. We identify specification choices of systems, elements, component levels. We appraise them too on a life cycle cost and performance perspective. We also identify those alternatives that are thought to optimize the LCC plan.

Please note that not all options listed above will have Life Cycle appraisals. Where the component is not present or a viable alternative is not identified, we will note this exclusion.

The outputs at this stage will be a report and accompanying spreadsheets providing the results of the LCC analysis. It will show the results of the component level LCC analysis. This will be used to demonstrate how building and systems design/specification alternatives have been selected to minimise life cycle costs and maximise critical value.

Capital cost reporting

To achieve the fourth credit under BREEAM 2014 Man 02 Life cycle cost and service life planning the capital cost for the building in pounds per square metre (£k/ m2) must be uploaded to the BREEAM Assessment Scoring and Reporting tool, Assessment Issue Scoring tab, Management section. We can help the BREEAM Assessor facilitate this by presenting the data in the necessary format to facilitate this task.

Post Construction

We will advise the BREEAM Assessor on what information is necessary to include in the site inspection report.  We also assess what photographic evidence is to be provided.

Compliance

BREEAM places fixed criteria on the time at which the Life Cycle Cost. A study should be carried out in order to ensure the maximum benefit. It is necessary to carry out the Stage 2 entire asset elemental life cycle cost (LCC) plan. It is also necessary to carry out the component level assessments at Stage 4.
